Partnership for risk and resilience

P4RR is a programme aimed at building societal resilience through collaboration and partnerships with all spheres of government, state owned entities, research and academic institutions, community-based organisations, private sector agencies to co-create initiatives to enhance institutional capacity of mandated organisations to manage disaster risks.

According to recent trends, there is an increase in disasters associated with extreme weather events such as fires, flooding and drought across the country. These disasters, many of which are exacerbated by climate change and which are increasing in frequency and intensity have caused unprecedented scale of devastation of communities, livelihoods, social infrastructure & insurance losses. According to the Sendai Framework for Disaster Risk Reduction 2015-2030, there is a need for public and private sectors and civil society organisations, as well as academia and scientific and research institutions, to work more closely together and to create opportunities for collaboration, and for businesses to integrate disaster risk into their management practices. Within the South African context, the Disaster Management Act, 2002 (Act No 57 of 2002) calls for the active participation of all stakeholders, including the private sector, NGOs, technical experts, communities, traditional leaders and volunteers, in disaster risk management planning and operations. Against this background, Santam has integrated the initiatives implemented through P4RR in its corporate strategy under the strategic theme namely Help build resilient societies.

Building resilient communities

Our Partnership for Risk and Resilient (P4RR) initiative is a partnership and collaboration between Santam and municipalities in South Africa. It is a systematic and sustainable insurance approach that emphasises the importance of early warning systems, preparedness and proactive risk management, all improving emergency response and disaster management capabilities within vulnerable communities.

The power of positive stories

For the last 10 years, Santam has proactively partnered with municipalities across the country in an ongoing effort to empower vulnerable communities, emphasising the importance of early warning systems, preparedness and proactive risk management, positively impacting the lives of over 12 million South Africans.

Helping communities, helping business

At Santam, we place importance on our accountability to fulfil the role of a responsible corporate citizen by managing and reducing risk through forging partnerships, building capacity and creating sustainable solutions and practices to enhance the resilience of communities.

Managing risk for the vulnerable

Santam is invested in collaborating and building the disaster management and fire services institutional capacity of municipalities, specifically those serving vulnerable communities. From the installation of smoke detectors and the provision of skid units that can access areas inaccessible by fire trucks, our mission is to make a valuable impact.

Safeguarding communities

Since 2012, Santam has invested more than R100 million in helping 82 municipalities across South Africa to better respond to the risk of fires and floods. Disasters affect the livelihood of our people and have a social impact on the poor, elderly and other vulnerable groups. The collective work put in to eradicate these risks go a long way in ensuring municipalities remain sustainable.

Climate change adaptation

Climate change is a challenge we need to take on together. The Green Book is a multi-disciplinary, open-access planning support system that provides evidence to South African municipalities to adapt their cities and towns to current and future climate change impacts based on their risk assessment. The Green Book offers an in-depth, current, and future (up to the year 2050) climate risk and vulnerability profile for every one of the 213 municipalities in the country, whilst providing downscaled profiles for selected metros. Through P4RR, we have partnered with CSIR to further drive the adoption of the Green Book by municipalities.

Building and partnering for resilience

To make a real difference, we believe it's important to focus on public-private partnerships. One example of how we're collaborating with others is our Partnership for Risk and Resilience (P4RR) programme. This initiative helps communities develop flood and fire disaster resilience through pragmatic preventive measures, thus fulfilling our vision of narrowing the risk protection gap. The programme has to date empowered 82 municipalities through improved disaster preparedness via training and resources.
